Two Men from Licking have been arrested on felony theft charges. 28 year old Randall Shephard and 42 year old Phillip Giller are both charged with stealing over $750, Giller is also charged with failing to register as a sex offender. Giller is being held on $500,000 bond and Shepard’s bond is set at $150,000.
