A man from Winona has been arrested on rape charges. 53-year-old Edward Thomas was arrested and charged with first degree rape or attempt, delivery of a controlled substance, possession of a controlled substance and three counts of receiving stolen property. Thomas is being held without bond on the rape charge, $20,000 bond for the drug charges and $10,000 for the stolen property charge.
