West Plains will hold a public hearing on Wednesday, October 21st, 2020 at 9:30 am at the West Plains City Hall Council Chambers located at 1910 Holiday Lane, West Plains, MO 65775 to discuss the submission of an application to the Community Development Block Grant (CDBG) Mitigation (MIT) programs. The city is interested in obtaining all citizens’ input on community development needs within the region. As part of the hearing process, citizens will be asked to verbally assist in the completion of a Needs Assessment document. The document will detail what the residents feel are the strengths and weaknesses of the community. Local participation is needed to reflect the true desires of the region as a whole, as well as comments relating to the proposed project application. Activities that are eligible for funding include the improvement of public works, public facilities, housing rehabilitation, city-owned infrastructure and others allowed by law. At least 51% of the funds must be used to benefit low-and-moderate income persons. No displacement of persons will be proposed.

The City of West Plains is requesting funds for a bridge replacement at St. Louis Street over Howell Creek- this project will also include stream widening and stormwater improvements to Howell Creek. The total CDBG project funds that are requested are the maximum at 2.5 Million with a total project cost of 2.7 Million with the city contributing a $200,000 thousand local match through in-kind labor and engineering design. All citizens, including those in the targeted area, are encouraged to attend to comment on the proposed activities.
