Domestic Violence Suspect Arrested After Standoff

On Saturday April 10, at approximately 6:54 PM, Officers responded to a residence on Minnesota Avenue for a report of a female at the residence who had been assaulted by her boyfriend at their residence on Pennsylvania Avenue. Officers were told the male suspect was in the residence and had a firearm in the residence with him.

With this information, Officers established a perimeter around the residence and began a negotiation process to have the male suspect exit the residence without incident. The West Plains Police Department Strategic Response Team (SRT) was activated and responded to the scene as well. Officers attempted contact and negotiations with the male suspect for approximately three (3) hours.

The SRT Team then approached the rear entrance to the residence and gained entry to the back porch. Upon doing so, K-9 Officer Loki was brought to the porch and the male suspect was given commands to surrender to law enforcement or K-9 Loki would be deployed. K-9 Loki’s presence caused the male suspect to surrender and he was taken into custody without incident.

 

The male suspect was identified as 37 year old Justin L. Massey of West Plains. Massey was formally charged by the Howell County Prosecuting Attorney’s Office on Sunday April 11. Massey’s charges include one count of Domestic Assault 1st Degree and one count of Unlawful Possession of a Firearm. Massey is currently in the Howell County Jail on $100,000.00 bond.
