Two People have been charged after 3 children under 10 years old were exposed to meth. 24 year old Justin Ard of Mountain View and 24 Marissa Jones of Winona had allegedly been staying in a car and allegedly used meth with the kids in the car and the windows rolled up. Ard has a history of drug related arrests.
