The Missouri State Highway Patrol is reporting the arrest of a man from Poplar Bluff Saturday afternoon in Carter County. 49 year old Kevin Kelly was arrested for felony probation/parole violation, driving while suspended, unlawful possession of drug paraphernalia, fail to yield to emergency vehicle, no proof of insurance, fail to register motor vehicle, fail to drive on right half of roadway, speeding and resisting arrest. Kelly was taken to Shannon County jail and is being held without bond.
