A West Plains man has been charged with assault. 54 year old Franklin Joe Stark is charged with second degree domestic assault and unlawful use of a weapon/exhibiting. Stark allegedly choked his girlfriend and attempted to set her and her house on fire. Stark’s bond was set at $10,000.
