Independence County authorities have arrested a man on drug charges after a traffic stop for a headlight that was out. 54 year old Timothy Rhines was arrested for felony possession of meth, operating a vehicle on a suspended license and no proof of insurance. He is also charged as an habitual offender. Rhines bail was set at $10,000.
