A teenager from Licking has been arrested on charges of harassment and sexual misconduct. 17 year old Garrett Duncan was arrested in connection with an incident that occurred on February 10th involving a 16 year old male who was sleeping. Duncan is charged with felony first degree harassment and misdemeanor first degree sexual misconduct. He was released on $250,000 bond and will be in court next week
