A Horseshoe Bend woman has been charged in the death of a 17 year old in an accident on January 30th in Izard County. 60 year old Cheryl Clement was driving south on Johnson View Road near Wiseman when she hit a truck driven by 39 year old Rodney Kemp of Salem. A Passenger in the Kemp vehicle, 17 year old Tiffany Russell was killed in the accident. Clement and Kemp were both flown to area hospitals and the sheriff got warrants to have blood samples taken from both. Results from the blood test showed that Clement was over the legal limit for alcohol. She has now been charged with negligent homicide, along with second degree battery and DWI.
