A Serial flasher who was arrested in Springfield for flashing a woman at a Wal-Mart, is accused of doing the same thing at the Library in West Plains. 23 yeas r old Dylon Hollowell faces multiple charges of sexual misconduct. Authorities say they know of at least 5 incidents in Missouri and 4 in Arkansas Involving Hollowell. Incidents were reported at the Library, at Murphy’s USA gas station, inside Wal-Mart and inside Rue 21, plus the incident at Wal-Mart in Springfield and 4 incidents in Stores in Arkansas, The maximum penalty is up to 1 year in jail and a $2,000 fine. Hollowell will be back in court in April
