A man from Grandin was arrested by the Highway Patrol Wednesday afternoon in Carter county. 36 year old Patrick Phelps was arrested on a felony Butler County warrant for probation violation, a felony Ripley County warrant for possession of a controlled substance, a felony Van Buren warrant for second degree burglary and for misdemeanor obstruction of justice. He was taken to the Carter County jail then transferred to Butler County
