A West Plains woman has been charged with child abuse. 41 year old Jill Donica was arrested after two children ran away from home. When the Children were found, one told a deputy that Donica had held him by the throat and bit him on the face. Donica is charged with felony child abuse and felony child neglect. She was released on bond and will be in court July 15th
