Independence County authorities are reporting the arrest of a man from Newark on felony drug charges. 51 year old Roy Hogans was arrested after he was stopped by a deputy. Hogans was on parole and had a search waiver. So when his vehicle was searched the deputy found a piece of aluminum foil and inside the foil was a crystalline substance which tested positive as meth. Hogans was charged with two felonies of possession of meth and possession of drug paraphernalia.
