A West Plains man has been arrested after allegedly leaving a backpack with meth in it at a dollar general store. 43 year old William Cobb Batterton was arrested for delivery of a controlled substance to a person under 17 years old. He also faces charges of 2 counts of felony forgery in another case. His bond was set at $30,000
