A West Plains man was arrested by the Highway Patrol Friday afternoon on felony charges. 39 year old Jesse Painter was arrested on a felony Howell County warrant for possession of a controlled substance, possession of marijuana, unlawful use of drug paraphernalia and no seat belt. He was taken to Howell County Jail.
