A Fulton County man has been arrested after allegedly wrapping a woman’s head in duct tape, he also allegedly slammed the woman’s head to the ground, threatened to kill her and punched her in the face. 63 year old Russell Stevens is charged with felony counts of first degree domestic battering, terroristic threatening, and false imprisonment. He is also charged as an habitual offender. His bond was set at $30,000
