A man from Marion County faces charges after allegedly taking a backhoe from the Arkansas Department of Transportation. 46 year old Francis “Frank” Pfeifer was arrested on felony counts of theft by receiving and first degree criminal mischief, and misdemeanor charges of theft of services, failure to appear and nonpayment of fines. His bond was set at $27,390.
