A West Plains man has been charged with murder in the shooting death of a man from Dora. The Ozark County Sheriff’s Department reports that Allen Shafer was charged Monday with first degree murder. Armed criminal action and tampering with a motor vehicle. Shafer allegedly shot and killed 22 year old Devon Massey Saturday night.
