Two West Plains men have been charged in connection with the theft of $115,000 worth of Jewelry from JCPenny in March. 33 year old Shane Collins and 55 year old Joseph Newton are both charged with stealing more than $25,000 The two men allegedly threw a rock through a window on the south side of the store and entered the building taking the jewelry. Bond was set at $50,000 each
