A West Plains man has been charged with raping his disabled wife. 61-year-old Phillip Lehr is charged with one count of first-degree rape and one count of first-degree sodomy. His bond was set at $100,000 then a bond reduction order was issued by a judge releasing Lehr on his own recognizance.
