The Arkansas State Police have released the name of the victim in a fatal hit and run in Independence County. 64-year-old Rita Brooks of Batesville was found near the east Shoulder of Northbound traffic on highway 167. The investigation continues and authorities believe that Brooks was moving a trash can near the side of the road when she was hit. Anyone with information is asked to call the ASP at 870-523-2702
