Howell County Sheriff’s Office arrest man on domestic violence charge

On March 07, 2022 at approximately 0731 Deputy Roam and Deputy Webb responded to a residence in Peace Valley, Mo in reference to a verbal domestic. The male party left the scene in his vehicle while Deputies were arriving and was not able to be located. While Deputy Roam and Webb were still on scene the male returned and began driving erratically in a field near the residence. The male crashed the vehicle into a tree and EMS was immediately requested. Deputy Roam began moving towards the vehicle to make contact and observed the male arm himself with a rifle. Deputy Roam began backing her patrol vehicle away from the male and heard the male discharge the firearm. Deputy Roam observed the male exit the vehicle and begins walking towards the residence containing a female and child. Deputy Roam immediately ran to the residence, removed the female and child, and relocated them to a safe location down the road while Deputy Webb maintained cover for Deputy Roam.
The male entered into the residence and refused to exit the residence, or comply with lawful commands. Other personnel responded to the scene, including members of the Howell County SWAT team, and negotiators from the West Plains Police Department. The male discharged the firearm several more times from inside the residence, and eventually fled from the residence on foot before being taken into custody. William D. Collins was arrested and placed on a 24 hour detention, pending the formal charge of domestic assault, unlawful use of a weapon and armed criminal action. A statement of probable cause was forwarded to the Howell County Prosecutors Office.
