
Officers arrested a man for failure to register charges, then after being booked into the Izard County Detention Center, gained a charge for assaulting a Detention Officer.
Court documents filed on Friday show that on April 21, Izard County Deputies, Arkansas Department of Community Corrections Officers, and members of the 16th Judicial Drug Task Force were performing a sex offender compliance check at a residence in Oxford.
The address was on file for 52-year-old Larry Horton, a level three sex offender in the county.
Upon arriving at the residence, authorities witnessed three vehicles on the property easily accessible to Horton.
While viewing the vehicles, authorities located Horton standing next to one of the vehicles.
During the check, it was found the vehicles mentioned were not registered to be accessible to Horton.
While explaining the law of the vehicles to Horton, the suspect’s brother began arguing the property that the vehicles were parked on belonged to him and refused to comply with registration requirements through the sex offender database.
Authorities then made it clear that Larry did live on the property that the vehicles were parked on.
After explaining the registration requirements again, Horton became very agitated and began screaming profanities at the officers.
While screaming, he stated that he would not register the vehicles as required by Arkansas State Law.
Horton was taken into custody and transported to the Izard County Sheriff’s Office for further investigation.
While being processed into the jail facility, Horton was placed in a temporary cell, where he continued yelling obscenities at the Detention Officers while attempting to flood the cell with wastewater from the toilet.
At one point during the situation, Horton urinated in the toilet, dipped his food tray in the waste water, then flung the bodily waste at one of the Detention Officers, ultimately covering the officer with human urine and toilet water.
After several attempts to de-escalate the situation, officers eventually got Larry to comply.
Horton is charged with felony failure to comply with registration and reporting requirements and felony aggravated assault on a correctional facility employee.
His bond was set at $25,000.
