Howell County SWAT Unit, other agencies arrest wanted man in West Plains

On Saturday, the Howell County SWAT Team and other agencies arrested a wanted person in West Plains.

According to a release from the Sheriff’s Office, on May 21 at around 5:45 pm, the Howell County SWAT Unit was activated and responded to an area near the intersection of Pennsylvania Ave and 1st street in West Plains for a “High-Risk Apprehension Response” for a wanted person.

The person was identified as Rain Collins, who was wanted on an active arrest warrant and had been known to be armed, resist arrest, and flee from law enforcement.

As an investigation ensued, it was learned there were multiple subjects within the residence, and Collins was possibly armed with a handgun.

While processing the scene, area residents were asked to exit their residences until the situation was resolved.

Portions of 1st Street and Pennslyvania Ave were closed to traffic until authorities could resolve the situation.

Contact was made with two individuals, and arrangements were made for them to exit the residence through a window.

Interviews with the two subjects who exited the residence revealed a juvenile female still inside the residence.

Due to the presence of the juvenile female and the possibility of Collins being armed, the decision was made by authorities to activate the West Plains Police Department Crisis Negotiations Team.

Detective Pounders of the Crisis Negotiations Team began to communicate over a PA system.

Through the PA system, Collins made contact with Detective Pounders through Howell County 911.

Proceeding after several minutes of negotiation, Collins advised he would exit the residence through the front door.

Collins then exited the residence and was taken into custody without incident.

The juvenile female was located and was also discovered to be a reported missing juvenile from Howell County.

Contact was later made with the 37th Judicial Circuit Juvenile Office, and arrangements were made to release the female into a Juvenile Officer’s custody.

Collins was transported to the Howell County Detention Center, where he was booked on an outstanding arrest warrant for a parole violation.

The Howell County Sheriff’s Office is thankful for the help of the West Plains Police Department’s Dispatch, Patrol, Special Response Team (SRT), Crisis Negotiations Team (CNT), South Howell County Ambulance, Howell County 911, and the 37th Judicial Circuit Juvenile Office for their assistance in safely resolving this incident.
