A West Plains man was taken to the Howell County Jail after his arrest by the Highway Patrol Sunday. 29-year-old Justin Rosa was arrested for a felony Howell County warrant for theft, a felony Howell County warrant for domestic, and a felony Greene County warrant for probation violation. He is being held without bond.
