A Winona man was arrested last night on felony charges. The Highway Patrol reports that 34-year-old Jacob Kelly was arrested for felony possession of a controlled substance, misdemeanor possession of a controlled substance, and misdemeanor unlawful possession of drug paraphernalia. He was taken to the Shannon County jail and placed on a 24-hour hold.
