The Baxter County Sheriff’s Office reports the arrest of a man last night on felony charges. 52-year-old Michael Andrew Hess was arrested and is charged with felony possession of a controlled substance, felony possession of meth or cocaine with the purpose to deliver, two counts of felony possession of drug paraphernalia, and a violation of the Arkansas hot check law. His bond was set at $12,049
