35-year-old Andrew Carter is charged with 5 counts of first-degree assault, unlawful use of a weapon, possession of a weapon and a controlled substance, discharging a weapon into a home, motor vehicle, or other, unlawful possession of a firearm, and possession of a controlled substance. Carter will be in court on December 6th.
