The Oregon County Sheriff’s Office arrested a woman from Alton. 37-year-old Carmella Sue Howard was arrested on Sunday and then an Oregon County warrant was issued, charging her with felony endangering the welfare of a child and misdemeanor DWI. She was taken to the Thayer Jail and her bond was set at $3,000
