The millage increase on the ballot Tuesday for the Highland School District failed again. The millage failed the first time last November and then was put on the ballot again yesterday but patrons voted 1,602 against it and 693 for it. The millage increase was for 8.9 mills and would have been used to construct a new complex on the Highland campus.
