The Izard County Sheriff’s Office reports that 43-year-old Kelly Shepard was arrested on charges of possession with the purpose to deliver meth/cocaine, manufacture of a controlled substance, possession of a schedule VI controlled substance, false evidence of title or registration, fictitious tags, driving while suspended or revoked, and no insurance.
