A missing Douglas County teen has been found safe and a man from Strafford was arrested on kidnapping charges. 13-year-old Hailey Marie Terrill of Ava was found safe yesterday. 19-year-old Andrew Fleetwood was arrested on placed on a 24-hour hold for kidnapping. Terrill’s non-custodial mother, Jasmine Terrill-Fleetwood, is still being sought on a felony warrant.
