46-year-old Brian Russell Biggers was arrested by the Howell County Sheriff’s Department. Biggers is charged with 1st-degree statutory rape and three counts of statutory sodomy, involving a child less than 14 years old. Biggers allegedly assaulted his step-child while they were living in West Plains. Biggers was released from custody on a $10,000 bond.
