49-year-old Billy Wayne Plunkett was arrested after a traffic stop in Mt Pleasant. Plunkett had a meth smoking pipe and a wrapper containing meth. A search of his truck resulted in the discovery of more paraphernalia. Plunkett is charged with felony possession of a controlled substance and misdemeanor possession of drug paraphernalia. His bond was set at $5,000
