The meeting began with the council taking care of regular monthly duties, including the paying of the bills. The council then approved an ordinance to increase water rates in the city. They approved moving next month’s meeting to April 16th. They also approved an amendment to an ordinance to increase the recycling rates. Then Bob Eckman updated the council on the incubator project
