38-year-old Keith Edward Palmer was arrested on charges of possession of fentanyl with the purpose of delivery, felony possession of drug paraphernalia, DWI-drugs, fleeing on foot, obstructing governmental operations, failure to appear, and non-payment of fines. He is also being held for other agencies. His bond was set at $25,000
