Thomas William Phelps was arrested at a residence in the 1400 block of Highway 361 in Strawberry. Authorities discovered meth and paraphernalia. Phelps is charged with felony possession of a controlled substance and felony possession of drug paraphernalia. He was taken to the Lawrence County jail.
