29-year-old arrested for drugs in Baxter County. Kelsie Nicole Guiltner was arrested on Wednesday for possession of a schedule 4 or 5 controlled substance with the purpose to deliver, possession of meth or cocaine with the purpose to deliver, felony possession of drug paraphernalia, parole violation, and the habitual criminal act. Guiltner is being held on $25,000 bond.
