47-year-old Kevin Ray Willis was arrested on charges of possession of a schedule 1 or 2 controlled substance, meth or cocaine, possession of a schedule 4 or 5 controlled substance and for failure to appear. He is being held in Baxter County Detention Center with a bond set at $2,500.
