Robert Vanwinkle was arrested on April 15. Then on Monday, additional charges were filed against him for second-degree arson. He is being held on a $100,000 bond. Conditions of release, if granted, will include electronic monitoring, a comprehensive mental health evaluation, a strict no-contact order with the victim, and mandatory weekly drug testing.
