46-year-old Kathleen Elaine Brown was arrested and booked into the Baxter County Detention Center at 12:55 this morning. Brown is charged with felony theft of property, felony possession of drug paraphernalia, felony possession of a controlled substance, felony possession of meth or cocaine with purpose to deliver, fleeing in a vehicle, fleeing on foot, careless driving, and misdemeanor possession of drug paraphernalia. She is also charged as a habitual offender. She is being held on a $15,000 bond.
