20-year-old Russell Quinn was arrested after a one-year-old girl passed away from injuries she suffered when she was hit by a vehicle last Thursday on Lanton Road in West Plains. Quinn allegedly fled the scene of the accident on foot. Quinn is being held on charges of leaving the scene of an accident resulting in death. His bond is set at $100,000.
