More than 1.2 million gallons of untreated human waste flowed into the White River below Bull Shoals Dam through 56 sewer system failures over six years, contaminating waters in a region where underground limestone channels can spread pollution for miles through caves and sinkholes. The contamination threatened the internationally renowned trout fishery that draws anglers from around the world and supports the regional economy. Arkansas environmental regulators documented the failures and reached a consent agreement with the City of Bull Shoals in May, requiring infrastructure repairs and $10,000 in penalties, a fraction of the potential fines that could have exceeded $560,000.
