Shoplifting incident turns in to drug charges for Winona man

Wednesday, Winona Police were called to the Dollar General on Missouri Highway 19 for a reported shoplifting incident. Employees identified Billy Tarlton as the individual involved. While reviewing store surveillance, staff saw Tarlton leave the checkout area and place an item on a shelf in the stationary aisle. Officers later recovered a soft eyeglass case in that area, which contained a glass smoking device. Field testing at the Winona Police Department showed a presumptive positive result for methamphetamine. Tarlton is now facing a charge of possession of a controlled substance.
