39 year old Noel Cupp was arrested for aggravated assault on a family or household member, three counts of endangering the welfare of a minor, three counts of contributing to the delinquency of a minor, refusal to submit to arrest and obstructing governmental operations. He was taken to the Randolph County Detention Center.
