
On March 17, 2026, at approximately 1500 hours, Deputies with the Howell County Sheriff’s Office, in cooperation with the South Central Drug Task Force and with assistance from a West Plains Police Department Narcotics Detective, executed a search warrant at a residence in West Plains following a three-month-long narcotics investigation.
This investigation began in January 2026 and focused on 67 year old Herbert O. Palmer, of West Plains. Palmer has an extensive criminal history, had recently been released from prison and was on parole at the time of this investigation. Despite being a recent guest of the Missouri Department of Corrections, Palmer continued to engage in the distribution of large quantities of methamphetamine throughout West Plains and Howell County.
Palmer’s residence is located in very close proximity to a local school district and bus barn, further elevating the seriousness of this case and the risk posed to our community.
During the execution of the search warrant, deputies located approximately 416.5 grams (14.69 ounces, or nearly ONE POUND) of methamphetamine inside the residence. Some of the methamphetamine was individually packaged for resale, indicating active distribution.
Additionally, approximately 12 grams of psilocybin mushrooms were recovered. Investigators also located multiple items of drug paraphernalia, including dozens of plastic baggies, a digital scale, and two glass pipes commonly used for narcotics consumption.
Palmer was arrested and charged with:
- Trafficking Drugs Or Attempt, 1st Degree, Over Statutory Amount, Class A Felony
- Possession Of Controlled Substance, Class D Felony
- Keeping Or Maintaining A Public Nuisance, Class E Felony
Palmer is currently being held on a $50,000 cash or surety bond. A parole detainer has also been issued, and he will be returned to the Missouri Department of Corrections.
