Steven Hamilton, Edward Hoyer and Chandler Carlo are accused of damaging outlets and inserting items to start a fire. Jail staff noticed the smell of something burning and found the outlet had been tampered with. Hamilton, Hoyer, and Carlo each face a felony charge of arson and a misdemeanor charge of impairing the operation of a vital public facility. Hamilton and Hoyer also are being charged as habitual offenders.
