23-year-old Zachary Scott Plaster allegedly took more than $5,400 worth of lottery tickets. He was caught on video at Flash Market #39 on 4th Street, pulling out the tickets and scratching them, then paying himself for the winning tickets. Plaster will be in court on November 18th for arraignment.
