Howell and Shannon County Sheriff’s Office are both reporting the arrest of a Birch Tree man after a joint operation. Ray Stark was arrested for parole absconding. He had a previous charge of voluntary manslaughter and motor vehicle theft before violating the terms of his parole. He was arrested Monday without incident.
